Preamble
To perfect and establish the laws and statutes by which the Ministry of Magic must abide by for the protection of freedom, domesticity, welfare, and common defense of the people which include magical citizens and for which magical citizens, whilst residing within the United Kingdom, must abide by.
Statute 1- concerning elected officials
1a. All executive members must be voted into office by a majority vote.
1b. In the event of a tie vote, the candidates must then defer to the Wizengamot.
1c. Executive members must be thirty years old to run for office.
1d. That all executive officials be subject to the judiciary committee (Wizengamot) to ensure the integrity of said position and to prevent abuses of power.
1e. That an elected executive official who finds themselves in offense of the judiciary committee has the right to an appeal outcome.
1f. That an elected executive official who has been found guilty of abuse of powers would be prevented from running for an executive position in the future and, under the discretion of the Wizengamot, may face additional persecution.
Statute 2- concerning Judiciary officials

2b. That the term of any member of the Wizengamot ends only upon retirement, death, or impeachment.

3b. That the Minister of Magic be a resident of the United Kingdom.
3c. That the Minister of Magic have been a resident of the United Kingdom for no less than fifteen years.
3d. That the Minister of Magic must be at least thirty-five years in age.
3e. That the Minister of Magic serve until he sees fit to retire.
3f. That the Minister of Magic be subject to the judiciary committee and executive officials.
3g. That the Minister of Magic preside over the judiciary committee except when he himself is subject to them.
Statute 4- Concerning Rights of Magical Citizens
4a. That all magical citizens be innocent until proven guilty by judiciary committee.
4b. That all magical citizens be granted a speedy and fair trial by the judiciary committee.
4c. That if any magical citizen feels that an impartial trial cannot be conducted by the judiciary committee, to be able to request a different venue.
4d. That all magical citizens be proven guilty only by a majority vote by the judiciary committee.
4e. That all magical citizens have the right to appeal.
4f. That all magical citizens be protected from double jeopardy.
4g. That all magical citizens be subject to the laws established by the muggles within their current area and/or residence.
4h. That all magical citizens be protected from persecution based on speech, religion, race, ethnicity, gender, or sexual orientation.
4i. That all magical citizens have a right to privacy.
Statute 5- Concerning Secrecy
5a. That no magical citizen, within the presence of a muggle, reveal and/or perform in front and/or on them any magic of any kind.
5b. That all magical creatures (non-humanoid) and/or items be hidden from sight of any muggle.
5c. That any and all magical citizens residing in a muggle area maintain an outward appearance of being a muggle.
5d. That the department of magical accidents and catastrophes be held responsible for any and all muggles that a) witness any form of magic b) witness any magical creature.
5e. That all magical sporting events, such as quidditch, be guarded from the view of muggles.
5f. That any person in violation of this statute be subject to no less than five years in Azkaban pending a trial.
Statute 6- Concerning Heinous Crimes/Felonies
6a. That any and all wizards who perform the torture curse, also known as the Cruciatus Curse (crucio), will be subject to a lifetime imprisonment in Azkaban Wizarding Prison.
6b. That any and all wizards who perform the control curse, also known as the Imperius Curse (imperio), will be subject to a lifetime imprisonment in Azkaban Wizarding Prison.
6c. That any and all wizards who perform the killing curse, also known as the Killing Curse (Avada Kedavra), will be subject to a lifetime imprisonment in Azkaban Wizarding Prison.
6d. That any and all wizards found guilty of performing spells to torment, abuse, or kill muggles will be subject to imprisonment in Azkaban Wizarding Prison.
6e. That any and all wizards found guilty of performing spells to torment, abuse, or kill any magical citizen will be subject to imprisonment in Azkaban Wizarding Prison.
6f. That any and all wizards found guilty of performing spells to torment, abuse, or kill any werewolf, house-elf, goblin, or centaur will be subject to imprisonment in Azkaban Wizarding Prison.
Statute 7- Concerning Underage Magic
7a. That the legal age for wizards and/or witches to be considered adult is seventeen years of age.
7b. That parents and/or guardians of underage wizard take responsibility for any and all underage resident within their household.
7c. That any and all violators of Statute 7 be subject to expulsion from Hogwarts School of Witchcraft and Wizardry as well as being subject to having their wand confiscated and snapped.
7d. That any and all violators of Statute 7 be entitled to an appeal before the Wizengamot.
7e. Than any and all underage wizards who perform the spells known as the Unforgivable Curses (Killing Curse, Cruciatus, Imperius) be tried as an adult and subject to all sentences therein.
Statute 8- Concerning Hogwarts School of Witchcraft and Wizardry
8a. That the headmaster be subject to the board of school governors
8b. That the headmaster reserve the right to hire/fire any members of the staff.
8c. That the headmaster reserve the right to appoint members of the staff as heads of houses or other positions.
. That no adult, unless a member of the staff, or unless having been personally invited by the headmaster, or they are a member of the board of school governors, or they are the Minister of Magic, be allowed upon the grounds of Hogwarts School of Witchcraft and Wizardy.
8e. That no staff member/professor be allowed to resort to corporal punishment against any student.
8f. That Hogwarts School of Witchcraft and Wizardy be subject to Ministry control pending times of emergency.
8g. That with the exception of emergency times, the Ministry have no part in the dismissal/hiring of Hogwarts employees -- the process defers directly to the Headmaster and/or Deputy Headmaster.

9a. That any and all people caught trying to steal from Gringotts Wizarding bank be subject to no less than one year in Azkaban Wizarding Prison and/or a fine of 15,000 G (Galleons).
9b. That no magical person without the key to the proper vault be allowed access.
9c. That any and all people engaged in counterfeiting any form of currency, Galleon, Sickles, or Knuts, be subject to fifteen years in Azkaban Wizarding Prison.
Statute 10- Concerning Law Enforcement
10a. That the department head be considered separate from executive officials.
10b. That the Minister of Magic reserves the right to select the department head.
10c. That the department head reserves the right to select members of the department of law enforcement, including Head of the Auror Department, and the Deputy Auror.
10d. That no member of Law Enforcement abuse their rights/privileges against any magical or muggle citizen.
10e. That all members of Law Enforcement be required to read those in custody their rights.
10f. That all members of the Auror Department pass the Auror Academy with at least an 'Extraordinary' score.
10g. That the department head reserves the right to dismiss any member of the department of magical law enforcement. They may or may not give a reason for this.

11a. That no magical person illegally breed any magical creature.
11b. That any person with the intention of breeding a magical creature obtain permission from the Department for the Regulation and Control of Magical Creatures.
11c. That any person found guilty of breeding any illegal magical creature be subject to ten years in Azkaban Wizarding Prison.
Statute 12- Concerning House Elves
12a. That any and all magical citizens who own a house-elf be forbidden from abusing, tormenting, killing their house-elf.
12b. That any and all magical citizens who give their house-elf an article of clothing do so knowing that this grants said house-elf with freedom to leave free from retaliation.
12c. That any and all house-elves who have been freed abide by the laws of secrecy established by the Ministry of Magic.
12d. That magical employers not deny employment status on the grounds of their race.

13a. That magic carpets be forbidden in the United Kingdom.
13b. That any vehicle illegally altered to perform feats of magic be confiscated by Magical Law Enforcement. Violators face a fine of up to 5,000 G.
13c. That the only legal form of magical transportation be either by broomstick, portkey, floo network, or apparition.
13d. That all those who choose to travel by apparition be considered legally an adult.

14a. That it be considered a heinous crime to torture, abuse, or kill any goblin.
14b. Any and all goblins must adhere to the secrecy laws established by the Ministry of Magic.
14c. That no employer deny employment to a goblin based on race.

15a. That the centaurs be allowed to live without interference in designated areas set by the Ministry of Magic.

15d. That any magical person who suffers from lycanthropy and or vampirism to be classified as magical citizens, subject and protected by the same laws and statutes afforded to any and all magical citizens.
